About Family Planning

Family Planning, formally known as Sexual Wellbeing Aotearoa, is a New Zealand organisation founded in 1936 under the name the Sex Hygiene and Birth Regulation Society. It adopted the name New Zealand Family Planning Association in 1939. The organisation provides sexual health services, contraception advice, and sexuality education.

Its early decades were shaped by significant legal and social constraints. In 1940 the organisation was accused of breaching postal regulations for distributing a flier that used the word "contraception." Legislation introduced following the 1954 Mazengarb Report made it illegal to provide or discuss contraception with anyone under 16. Government funding began in 1972, enabling the opening of additional clinics.

A turning point came with the Contraception, Sterilisation and Abortion Act, passed by Parliament in December 1977, which established the legislative framework that continues to govern abortion in New Zealand. The Act followed a Royal Commission that sat from June 1975 to March 1977 and recommended, among other things, the establishment of the Abortion Supervisory Committee.

Fees and Charges

Sexual Wellbeing Aotearoa (also known as Family Planning) operates the following fee structure for appointments at its clinics in New Zealand.

Appointments are free for New Zealand residents aged under 22 years. For residents aged 22 and over, fees apply. Holders of a Community Services Card pay $7.50 per appointment regardless of age. Some services, such as an IUD fitting, require more than one appointment, and each appointment is charged separately.

Where a prescription is issued, a standard pharmacy charge of $5 per medicine may apply, with additional charges possible for some medications.

People who are not New Zealand residents or citizens must confirm eligibility for subsidised health care before their first appointment. Residents not born in New Zealand must bring a residency permit; those on a two-year work visa must bring a copy of that visa. People on a working holiday visa are not eligible for subsidised rates. Failure to bring required documents at the first appointment results in non-resident fees being charged.

Sexual Wellbeing Aotearoa is an approved Work and Income New Zealand (WINZ) supplier, meaning appointments can be paid for using a WINZ payment card where an application has been approved.
