About Waterloo School
Waterloo School (Te Kura ō Waterloo) is a primary school located in the Waterloo area, with a defined enrolment zone covering streets in the surrounding residential area, bounded broadly by Norton Park Avenue, the Waiwhetu Stream, Cleary Street, and Waterloo Road.
The school states three core values — respect, responsibility, and resilience — which it describes as central to its operation. Its stated educational priority is developing self-directed, lifelong learners.
The school operates an open-door policy, welcoming visits from families at any time.
School donations
The Ministry of Education profile states that: "Donations may be requested".
With an Equity Index of 391, Waterloo School is below the 432 threshold newly required to opt into the donations scheme, though a school already receiving this funding from an earlier year may continue to do so. Outside the scheme, a school can still ask families for donations, but cannot compel or enforce payment.
Check directly with the school for current charges, contributions or other costs. Learn more on the donations scheme or fees and charges at school, both on education.govt.nz.
Equity Index
The Ministry publishes this figure as a bare number — KuraData shows it against the directory-wide average, so you can see where Waterloo School actually sits, not just the number on its own.
The Equity Index estimates the socio-economic barriers students face, on average, and is used to inform government funding and support. It is not a measure of school quality or academic performance.
Higher values indicate a higher level of estimated socio-economic barriers; lower values indicate fewer. Learn how the Equity Index is calculated →
Student ethnicity
The Ministry publishes this as a raw table — here it's visualised directly against Waterloo School's own roll, so the shape of it is clear at a glance.
- European — 259 students (49.6%)
- Asian — 204 students (39.1%)
- Pacific — 52 students (10%)
- Māori — 84 students (16.1%)
- MELAA — 33 students (6.3%)
- Other — 10 students (1.9%)
Percentages may sum to more than 100% because students can identify with more than one ethnic group.

Enrolment
Waterloo School operates within a defined enrolment zone. Children residing within the zone have an absolute right of enrolment. Enrolment application packs are available from the school office by phone (04 939 2055) or email (admin@waterloo.school.nz).
The school uses a cohort entry system, with two intake points per term — one on the first day of term and one at approximately week six.
Required documents
The following documents must be provided before an application can be processed:
- Completed enrolment application form
- Proof of residential address (in-zone applicants only) — a Hutt City Council rates bill or tenancy agreement
- Birth certificate (preferred) or passport
- NZ Residence Permit or Student Visa/Permit, where applicable, along with a parent's passport showing a valid work permit and evidence of family relationship
- Immunisation certificate
Out-of-zone enrolment
The number of out-of-zone places is determined by the Principal in consultation with the School Board prior to 1 September each year and advertised in a local newspaper. If applications exceed available places, a ballot is held, supervised by a Justice of the Peace, with the date publicised in the Hutt News. Parents are notified of the outcome within three school days. A balloted waiting list is maintained for any remaining applicants.
Out-of-zone applications are prioritised in the following order under section 11(F) of the Education Act 1989:
- Siblings of current students
- Siblings of former students
- Children of former students
- Children of Board employees or School Board members
- All other applicants
